Important Notice to Municipal Water Customers in the cities of Guelph, Hamilton, Markham & Vaughan

Alectra Utilities is the current billing service provider on behalf of the cities of Guelph, Hamilton, Markham, and Vaughan for water and wastewater charges. Starting in spring 2026 for Hamilton, and summer 2026 for Guelph, your water and wastewater charges will be billed directly to you by your local municipality and will no longer appear on the electricity bill you receive from Alectra Utilities.

More information will be provided in 2025/2026, until then, no action is needed. You will continue to receive a combined electricity and water bill from Alectra Utilities until this transition occurs.

Alectra Utilities is working with each of the cities to ensure a smooth transition. More information will be provided to customers as we transfer water billing services back to your local municipality.

Hamilton Water Billing – Spring 2026

Starting April 2026, water bills for Hamilton residents and businesses will come directly from the City of Hamilton through a new system called Hamilton Utilities Billing (HUB). There are no changes to water service, quality or rates. Residents and businesses can expect a seamless transition with no disruption to billing or service.

What you need to know: 

  • Water, wastewater and stormwater services: Your water bills will come directly from the City’s Hamilton Utilities Billing (HUB) service. 
  • Electricity services: Alectra customers will continue to receive electricity bills directly from Alectra Utilities.
  • New water account number: Your first HUB water bill will include a new account number, which you can use for all future payments.
  • New web portal: Once you have your new water account number, sign up at My.Hamilton.ca, the City’s new online service hub, to manage your water billing account online.
  • Outstanding charges: Any outstanding water, wastewater and stormwater charges from your last bill are to be paid to Alectra Utilities within 90 days. Any remaining balances after 90 days will be added to the City of Hamilton tax roll. 
  • Pre-authorized payment customers: 
    • Electricity services: Your pre-authorized payment agreement with Alectra Utilities for electricity will continue without change. No action is required.
    • Water, wastewater and stormwater services: Customers currently enrolled in pre authorized payments with Alectra will need to re-enrol for pre-authorized debits at Hamilton.ca/HUB.
  • Historical water bills: You can view and download up to two years of historical water bills issued before April 2026 by Alectra Utilities in the My Alectra online customer portal.

Water and electricity billing changes starting summer 2026

As part of Alectra’s ongoing work to modernize and standardize our systems, starting in summer 2026, customers who were previously billed by the former Guelph Hydro will be moved to the new Alectra Utilities billing system. This planned system upgrade will support long-term service improvements and enable new digital features. In addition, Guelph water customers will begin receiving their water, wastewater and stormwater bills directly from the City of Guelph.

When your electricity account transitions to the new Alectra billing system:

  • Guelph customers will receive two new utility bills, one from Alectra Utilities for electricity, and one from the City of Guelph for water services.
  • Rockwood customers will receive a new electricity bill from Alectra Utilities.

What this means for you

  • Electricity customer care and billing services for Guelph and Rockwood will continue to be provided by Alectra Utilities.
  • You will receive a new electricity account number and bill from Alectra Utilities.
  • There is no change to your electricity service.
  • Electricity bills will no longer include water and wastewater charges.

Your new Alectra Utilities electricity bill

In June 2026, we’ll send you your new 10-digit electricity account number and information about how to manage and pay your new Alectra Utilities bill. To see how your new bill will look, visit: How to Read My Bill.

  • View historical bills in MyEnergy View: Until you receive your first new Alectra Utilities bill, continue to use MyEnergy View to view your account balance online using your 18-digit account number. The MyEnergy View portal will remain available for two years to view historical bills prior to May 31, 2026. 
  • My Alectra online customer portal: After June 1, 2026, please register for My Alectra using your new Alectra Utilities 10-digit account number to view and download your electricity bills online. For more information, visit: Learn About My Alectra.
  • Paperless billing: Ebilling customers will continue to receive email notifications at the primary email address on your account. Your ebill notices will include the amount due and due date. You will need to register for My Alectra with your new 10-digit account number to view and download your electricity bills online.
    • Your ebill notices will come from a new email address, NoReply@AlectraUtilities.com. Please add this email address to your safe senders list to ensure you continue to receive your monthly ebill notices.
    • The option to receive your ebill as a PDF attachment by email is being replaced with secure access through your My Alectra online profile.

Your new City of Guelph water, wastewater and stormwater bill

Starting in summer 2026, the City of Guelph will provide you with water, wastewater and stormwater bills, customer care, and a new web portal. Learn more at: Guelph.ca/WaterBill.

  • Outstanding water, wastewater and stormwater charges from your last Alectra Utilities (formerly Guelph Hydro) water bill must be paid in full.
    • Alectra Utilities will continue to collect outstanding water balances until the end of August 2026.
    • After August 2026, any unpaid water balances will be transferred to the City of Guelph and added to your property taxes.
  • Payment arrangements for outstanding water, wastewater, and stormwater charges will be transferred to your new water bill from the City of Guelph.
  • Equal payment plans for water, wastewater, and stormwater will be discontinued by the City of Guelph.
  • Pre-authorized payments: To continue automatic payments for water billing, please re-enrol with the City of Guelph at: Guelph.ca/WaterBill

Paying your new Alectra Utilities electricity bill

Alectra Utilities offers many convenient options to pay your electricity bill. Please visit How to Pay My Bill for more information.

  • Online banking: Use your new 10-digit account number to set up Alectra Utilities Corporation as a payee on your bank’s website for online banking.
  • Pre-authorized payments: Withdrawals will continue as usual for customers who are enrolled in pre-authorized payments for electricity. 
  • Equal payment plan: Electricity only equal payment plans will continue with your new Alectra Utilities bill. Electricity and water plans will be recalculated to include electricity charges only; we’ll inform you of your new electricity monthly equal payment amount.
  • Credit card payments: Your Alectra Utilities bill may be paid using Visa, MasterCard or American Express through our third-party payment processors. For more information, visit: How to Pay My Bill.
  • Payment arrangements: Electricity payment arrangements will continue under the same terms with your new Alectra Utilities bill. You will receive a separate letter from Alectra confirming the details of your payment arrangement and monthly amount.
  • Ontario Electricity Support Program (OESP): Your OESP balance and expiry date will be automatically transferred to your new Alectra Utilities electricity account. Your OESP credit will be applied to your electricity charges before taxes on your new Alectra Utilities bill.
  • Net metering: You will receive one monthly bill with your net generation credit balance and total amount due displayed at the bottom of your bill. The bill message will include:
    • Your previously accumulated generation credits;
    • The change to your accumulated generation credits based on your current bill; and
    • Your accumulated generation credit balance that will be carried forward, if any. 

The bill message will also notify you if you’re approaching 12 consecutive months of carrying forward accumulated generation credits. After 12 consecutive months of credits carried forward, the bill message will notify you that the credit balance has been brought to zero, in accordance with the Net Metering Regulation.
